This API can be hit periodically (e.g. once a minute) from a client
https://core.telegram.org/method/contacts.getStatuses
You need to make a web-based Telegram client (or running on a server, e.g. with Node.js or PHP) that will authenticate as the user, to be able to call this API. And then it will let the user with that same session cookie to make the request, and reply with the statuses.
